News News Flash - Public Procurement and Public Spending under COVID-19 17/03/2020

Following the widespread spread of the new coronavirus, the Portuguese Government “decided to strategically safeguard the provision of contingency rules for the SARS-CoV-2 epidemic, as well as to ensure the treatment of COVID -19 in the National Health Service. Health (SNS), through a legal regime adapted to this exceptional reality, especially with regard to public procurement and human resources ”.

Thus, on March 13, 2020, Decree-Law no. 10-A / 2020 was published in the 1st Series of the Diário da República, which “establishes exceptional and temporary measures regarding the epidemiological situation of the new Coronavirus - COVID-19".

In particular, the referred statute deals with a wide range of matters, namely in the field of public procurement and authorization of public expenditure, of which we will give a brief note below.
