Manuel Gouveia Pereira joined GPA in June 2023 and is Head of Environment, Climate Change & ESG. He has been providing legal assistance for more than 20 years in Environmental, Sustainability and Environmental Compliance matters, with emphasis on waste, water, environmental due diligence, environmentalliability, environmental liabilities and soil contamination, environmental administrative offences, environmental and industrial licensing, energy, oil & gas, territorial management plans and instruments, emissions trading, carbon markets and projects in maritime space, including submarine cables and offshore renewables. He also assists several operations and projects in the areas of ESG - Environmental, Social and Governance, sustainability reporting, climate, carbon, sustainable development goals and energy transition. He has been lecturing, since 2015, Environmental Law in the seminar on Environmental Policy and Innovation, as part of the Integrated Master's Degree in Environmental Engineering of the Faculty of Sciences and Technology (FCT) of the Universidade Nova, Lisbon (UNL).

  • Until March 2023, Manuel Gouveia Pereira was Managing Associate of the Environment practice area of Vieira de Almeida & Associados - Sociedade de Advogados, SP, RL (VdA) and was the coordinator of Projecto Verde (environmental sustainability project) of VdA between 2015 and 2023
  • In his professional career, Manuel Gouveia Pereira also held the post of Legal Advisor to the Cabinet of the Minister of Environment and Spatial Planning of the XVIII Constitutional Government (November 2009 | July 2011). He was also Legal Advisor to the Cabinet of the Minister of Environment, Spatial Planning and Regional Development of the XVII Constitutional Government (May 2007 | October 2009)
  • From September 2003 to April 2007, he was an Associate Lawyer in the Real Estate, Urban Planning and Environment practice Area of VdA
  • Completed his traineeship, between September 2001 and August 2003, at the law firm "Leónidas, Matos & Associados" (currently named Garrigues Portugal, SL), where he worked in the Urban Planning, Real Estate and Environment Department
  • He was Secretary of the General Meeting Board of Águas de Portugal, SGPS, S.A. (triennia 2008|2010, 2011|2013 and 2014|2016) and monthly commentator on waste matters for the Portal Ambiente Online
  • Between 2012 and 2018, he taught the Land Use Planning module of the chair of Law Applied to Real Estate on the Postgraduate Course in Real Estate Management and Valuation at IDEFE (Institute for Development and Economic, Financial and Business Studies) - ISEG
